Causes,Measures and Enlightenment——The Efforts of Fighting Corruption in the Central Soviet Area

腐败作为"政治之癌"已成为古今中外政权稳定的隐忧,如何治理腐败成为政权持续稳定发展所需回应的迫切命题。中央苏区的创设是中国共产党局部执政的首次有益探索,新生政权为何滋生腐败,如何治理以及治理腐败获得的经验启示应该予以关注。本文运用治理理论的研究范式,以史料为立论支撑,以中央苏区腐败产生的缘由为切入点,在此基础上着重论述了腐败治理的举措,进而归纳出中央苏区腐败治理的现实启示。

Being'the cancer of politics',corruption has become a hidden threat to the stability of regimes both ancient and modern,Chinese and foreign. To control corruption is an urgent need for the sustainable and stable development of a regime. The creation of the Central Soviet Area was the first try of the CPC's local governance.So we should pay much attention to the issues such as why corruption occurred to the new regime,how to govern corruption and what lessons were drawn from the efforts in corruption governance. This paper,applying the paradigm of governance theory and based upon the historical materials,probes into the causes of corruption in the Central Soviet Area,discusses the measures of corruption governance,and then sums up the inspiring meaning of the corruption governance in the Central Soviet Area.
