摘要
强化领导干部的责任担当是当前经济社会发展的需要,是党和人民事业的需要,也是领导干部自身成长的需要。强化责任担当应遵循权责利原则,权与责是对等的,有多大的权力就要承担多大的责任;责与利也是一致的,担当了责任也能获得相应的物质利益和精神利益。根据权责利原则,可从三个层面来强化领导干部的责任担当:在个人层面上,领导干部自身要内外兼修,内强素质,外树形象;在制度层面上,要完善权责体系,进一步明责、考责、追责;在社会层面上,要营造激励责任担当的良好环境。
Strengthening the leading cadres' responsibility consciousness is a requirement for the current economic and social development,a requirement for the Party and the people's cause,and also a requirement for the self-growth of leading cadres. Strengthening the responsibility consciousness should follow the power-responsibility-favor principle. Power should be equal to responsibility,that is,those who have a bigger power should assume a bigger responsibility; responsibility should also be consistent with benefit,that is,the assuming of responsibility will brings corresponding material and spiritual benefits. According to the power-responsibility-favor principle,the responsibility consciousness could be strengthened from three layers. At the individual layer,leading cadres should make efforts in improving their internal qualities and building their external images; at the institutional layer,the power and responsibility system should be perfected to further clarify,evaluate and look into the assumption of responsibility; and at the social layer,a good environment inspiring the assumption of responsibility should be built.
