摘要
我国义务教育公共服务的不均等主要表现在不同区域之间、城乡之间、学校之间和群体之间。这一问题产生的症结在于公共权力在主导义务教育发展的过程中缺乏公共性,从而导致义务教育资源分配不公,进而构成对于公民平等享受义务教育权利的侵犯,导致"权利的不平等"。使公共权力回归自身的公共属性,确保不同区域之间、城乡之间、学校之间和群体之间的公民义务教育权利得到平等保障,是义务教育公共服务不均等问题的矫治之策。
The inequality of public service in the compulsory education of our country is mainly embodied among different regions,between cities and the countryside,and among different schools and groups. This problem originates from the lack of commonality of public power during the process of developing the compulsory education,thus resulting in unequal distribution of compulsory education resources,infringement of citizens' equal rights in enjoying compulsory education,and consequently'unequal rights'. To recover the commonality of public power,ensure the citizens' equal rights in compulsory education among different regions,between cities and the countryside,and among schools and groups are countermeasures for correcting the inequality of public service in compulsory education.
