海南省土地整治差别化实践与探索

在推动土地整治过程中,充分考虑各市县区域差异,从项目立项、项目分配、资金安排等方面进行了差别化的实践。面对土地整治新形势,分市县分类型实施差别化土地整治势在必行。按照因地制宜的原则,从土地整治规划编制、全域土地整治、项目资金安排、涉农资金整合等方面对土地整治差别化管理进行探索。

In the process of promoting land consolidation,give full consideration to various cities and counties in the regional difference,the practice differentiation was carried out from project establishment,project allocation,financial arrangements.In the face of the new situation of land consolidation,it was necessary to implement differentiation land consolidation according cities and counties and type.In this paper,according to the principle of adjust measures to local conditions, diversified management was explored from planning compilation of land consolidation ,global land consolidation,project funding arrangements,agricultural capital integration.
