摘要
欧盟历来积极倡导和推动绿色拆船的实现,建立并完善绿色拆船的国际法律框架。1989年《巴塞尔公约》中关于船舶拆解的规制已无法满足现代拆船业的需求。《2009年香港国际安全与环境无害化拆船公约》的出台,为拆船业树立了新的风向标,然而该公约尚未生效。2013年10月欧洲议会率先批准通过了《欧盟拆船法案》,对世界拆船业的格局产生了巨大的影响。中国在绿色经济这一发展理念的倡导下,也应积极开展无害化拆船,以提高中国拆船厂在世界拆船市场上的份额。
The EU has been actively advocating and promoting the realization of green ships rec-ycling, the establishment and improvement of green ships recycling international legal framework. The regulation of ship dismantling in the Basel Convention of 1989 has been unable to meet the needs of modern ships recycling. The Hong Kong International Convention for the Safe and Envir-onmentally Sound Recycling of Ships in 2009 set a new benchmark for the ships recycling indu-stry, the Convention has not yet entered into force. In October 2013, the European Parliament took the lead in approving the adoption of the EU Ship Recycling Regulation, which had a tremendous impact on the pattern of the world's ships recycling industry. Under the initiative of the green eco-nomy, China actively carried out harmless ships recycling, with a view to improve the Chinese shipyard share in the world ship recycling market.
