摘要
京津冀区域所处海河流域水资源供需矛盾突出,水质污染严重。现阶段的水环境监测存在监测网络代表性不足,环保和水利等部门间信息共享与交流不畅,监测成本高,京津冀三地监测水平差距大等问题。在充分研究京津冀区域水环境质量监测现状的基础上,在京津冀协调发展背景下,提出建立统一的水环境监测网、质量控制体系、监测技术委员会,做好一体化的规划与设计等建议,探索水环境监测体制的改革与创新思路。
At Haihe river which belong to beijing-tianjin-hebei region, water supply and demand were contradictory, and water pollution was serious. There are many problems in current water environment monitoring, such as monitoring network is not representative, information sharing and communication between departments such as environmental protection and water conservancy are not smooth, monitoring cost is high, level of monitoring is wide among Beijing, Tianjin and Hebei- On the basis of sufficient research, the article proposed some ideas under the background of coor-dinated development of Beijing-Tianjin-Hebei region. Establishing unified water environmental monitoring network, quality control system, monitoring technical committee, and making integrated planning and design, are the ways to explore the reform and innovation of the water environment monitoring system.
