五大发展理念的实践基础——以西部民族地区经济、社会与文化发展实践为考量

Practical Foundation of Five Development Concepts:the Consideration of Economic,Social and Cultural Developing Practice in the West Minority Nationality Area

作为认识和改造辩证统一体的实践,不仅包含理念与行动、理论与实践的基本维度,还指向思维、行动、方法三位一体的根本向度。习近平总书记在党的十八届五中全会上系统论述的"创新、协调、绿色、开放、共享"五大发展理念是基于发展实践的基本理念及行动方法,是马克思主义中国化的最新成果,是对马克思主义基本理论的继承和发展,是对中国特色社会主义理论体系的不断丰富和完善。对于民族地区而言,五大发展理念是指导民族地区发展实践的基本理念及行动方法,其科学性、价值性和人文性关系着民族地区经济社会发展全局的深刻变革以及能否与全国同步建成全面小康社会的追求目标,从根本上决定着民族地区"十三五"乃至更长时期内认识规律、遵循规律、把握规律的新思维和新方法。

As dialectical unity of recognizing and reforming, Practice includes basic dimension of theory and action, theory and practice as well as fundamental dimension of trinity （ thought, action and method） . Innovation,coordination,green, opening up,sharing, these five development concepts which are stated systematically by General secretary Xi Jinping in the fifth plenary session of the 18 th CPC central committee,bases on fundamental concept and actions of developing practice, and are the new products of sinicization of Marx-ism, the inherit and development of Marxism, the perfection of the theoretical system of socialism with Chinese characteristics. For mi-nority nationality area, five development concepts are the basic concepts and methods which guide practical development. The quality of science, value and humanity relate to the deep innovation of economic and social development of west minority nationality area, and whether build a comprehensive well-off society or not, and determines new thoughts and methods of knowing, following and grasping rules in 13 th five - year plan or longer periods.
