Analysis on Problems and Countermeasures of Endowment Insurance Reform in Public Hospitals

公立医院养老保险制度改革对于公立医院可持续发展具有重大影响。文章立足于公立医院养老保险改革实施现状进行阐述,综合分析了公立医院养老保险改革在参保对象、经费来源、缴费基数、账户流通、职业年金等5个方面存在的问题,并提出相关对策建议,以期为推进公立医院养老保险改革平稳过渡提供政策性建议和参考。

Public hospital endowment insurance system reform has a significant impact on the sustainable develop-ment of public hospitals. The paper probed into the present situation of the implementation of pension insurance reform in public hospitals. The authors analyzed five aspects of the existing problems of the pension reform in public hospitals, i. e ., the insured object, funding sources, payment base, the circulation of the account, and occupational pension. Relevant coun-termeasures and suggestions are put forward in this paper. The study aimed at providing policy proposals and references for sustainable reform of endowment insurance in public hospitals.
