推进农林牧渔结合发展 重在找准利益结合点——以湖北省为例

Identifying the Interest Combination Point to Promote Development of Uniting in Agriculture, Forestry, Animal Husbandry and Fishery——A Case Study of Hubei Province

针对现阶段农业发展面临的挑战,"十三五"时期国家明确提出,深入推进农业结构调整,推动粮经饲统筹、农林牧渔结合、种养加一体化、一二三产业融合发展。从湖北省农林牧渔结合发展情况来看,其稻田综合种养模式、粮(油)改饲—种养循环模式具有可推广性。湖北省的经验表明,推进农林牧渔结合发展,原则是发挥比较优势,关键是找准利益结合点,核心抓手是挖掘市场与产业空间。

In the face of current agricultural development challenges, during ＂the 13th Five-Year Plan＂ period, the state clearly proposes to further promote the adjustment of agricultural structure, to co-ordinate the production layout of grain crops, cash crops and feed crops, to promote uniting in agriculture, forestry, animal husbandry and fishery, to promote the integration of planting, breeding and processing, and to promote the integration and development of the primary industry, the secondary industry and the tertiary industry. From the point of development of uniting in agriculture, forestry, animal husbandry and fishery in Hubei province, the comprehensive cultivation and fish-fanning mode of rice field and the planting grain （oil） into planting feed-planting and breeding cycle mode of Hubei province have replicability. The experience of Hubei province showed that the principle of promoting uniting in agriculture, forestry, animal husbandry and fishery was to play a comparative advantage, its key was to identify the interest combination point, and its main point was to find the space of market and industry.
