NBA labor agreements developed by the Union management are to limit the players' salary, enhance the econom- ic strength of small market clubs to sign the stars, and then improve the overall competitiveness of the league balance. The results show that the factors that affect the overall competitiveness of the NBA are many-sided, and the dominant factor is the lack of stars resources and the distribution of stars. The NBA labor agreements could help small markets clubs accumu- late wealth, but they can not help them retain or sign stars. Comparing to the temptation of huge contracts, most players pay more attention to the win of championship to enhance personal honor. From this prospect, Labor market agreements can not solve the problem of unbalanced distribution of star resources. NBA competition imbalance problem will exist for a long time.
