摘要
回顾改革开放以来四次较大规模的职工分流安置,分析两类九种分流安置职工的主要方式,剖析国有煤炭企业富余人员分流安置压力长期沉重的深层次原因,提出了制定实施煤矿职工梯次分流安置规划、提升煤矿技术装备水平和员工素质、超前建设非煤基产业优质项目、构建分流员工利益共享机制、修订煤矿一线员工法定退休年龄5项对策。
In a review of four large scale staff distributary resettlements since the reform and open up, the paper analyzed the main may of two type nine distributary resettlements for the staff, analyzed a long term heavy underlyiog causes of the redundant staff distributary resettlement in the state owned coal enterprises, provided a planning to set up and implement the echelon distributary resettlement of the mine staff, upgraded the mine technical equipment level and the staff qnality, in advance constructed the quality project of the non coal industry, established the benefit sharing mechanism of the distributary staff and revised the legal retirement age of the mine staff from the production line.
