摘要
针对我国煤炭行业去产能进入攻坚阶段、职工安置难度和不稳定风险加大的实际,从宏观经济和煤炭行业经济运行、国家政策、去产能企业3个层面系统分析了去产能过程中职工安置的环境,结合国有煤炭企业去产能过程中职工安置的具体做法,对拓宽国有煤炭企业去产能职工安置路径进行了研究,并就完善国有煤炭企业经济转型的相关政策提出思路和建议。
According to the de-capacity of China coal industry in a crucial stage, the staff resettlement difficuhy and the actual unstable risk increased, from the operations of the macro economy and the coal industrial economy, the state policy and de-capacity enterprises, the paper systematically analyzed the staff resettlement environment in the de-capacity process. In combination with the certain practices on the staff resettlement in the de-capacity process of the state owned coal enterprises, a study was conducted on the widening path of the de-capacity staff resettlement of the state owned coal enterprises and the idea and proposals to improve the related policy of the economic transformation of the coal enterprises.
