聚焦新矿集团在去产能过程中面临的人员安置问题,描述人员安置面临的困难、总体思路、具体做法、相关建议以及下一步的构想,提出"减机构、减层级、减职数、去行政化"的机构和人事制度改革模式,"新区创造需求、集团居中调度、老区按需转移"的人员流动模式和"国企技术+市场资源,国企员工+民营企业"的人员外部创业模式,在减员提效方面取得了较好效果,为其他煤炭企业提供借鉴。
With a focus on the personnel resettlement problem in the de-capacity process of Xinwen Mining Group, the pape described the difficulty faced to the personnel resettlement, general idea, certain practices, related proposals amt the further conception and provided the structure and human resource system reform modes with the "reduced structure, reduced layers, reduced staff number and de-administration", the personnel flow mode of "innovation requirements of new area, concentrated dispatch of the group and transformation according the requirements of old area" and the personnel external business mode of "technology of the state owned enterprise + market resources, the staff of the state owned enterprises + private enterprises" , A good effect was obtained from the staff reduction and efficient improvement, which could provide the references to other coal enterprises.
