Borderland Governance in China: From History to Reality

边疆是一个地理、历史、政治概念,有军事、经济、文化方面的含义,发展趋势是成为统一多民族中国的有机组成部分,具有历史悠久、地域广阔、民族多样、问题复杂的特点,在历史和现实中具有特殊的战略地位。中国古代治边政策研究取得若干共识,并对当代有重要启示。当代中国边疆治理以改革开放为界可划分两个时期,其中四端治理举措是须予以关注并应着力研究的。中国边疆治理战略的构建,要重视中长期治疆战略的思考和坚持实事求是的思想路线,重视文化认同与国家认同的建设,推进边疆发展与稳定。

As a geographic,historical and political concept,borderland contains military,economic and cultural connotations and tends toward becoming an organic part of the unified multinational China. With a long history and an extensive area,borderlands in China are inhabited by diverse nationalities and are faced with complex problems. All through history,they have been playing a special strategic role in China. Several consensuses have been reached in research on ancient China's frontier governance policies,and these consensuses can enlighten us about contemporary frontier governance. With China's reform and opening up to the outside world as the boundary,borderland governance of contemporary China can be divided into two periods. Of the many governance policies,the idea of 'siduan' or four-end governance deserves special study. To promote the development and stability of the borderlands,Chinese borderland governance strategy should be formulated for long-term governance and follow a practical and realistic way.
