浅谈BOT模式污水处理厂项目运营监管

污水处理项目是实现节能减排工作目标的主要手段。我国"十二五"规划期间,持续推进城镇污水处理厂建设及配套管网项目建设,城镇污水处理事业进入快速发展阶段。因此,如何切实加强污水处理厂运行监管,保障污水处理厂安全正常运行,真正发挥水污染物减排防治效能尤为重要。本文结合汕头中心城区污水处理厂运营情况简述了城镇污水处理厂的建设意义及运行监管现状,对运行管理中存在的问题进行了探讨和分析,就如何加强城镇污水处理厂运营监管提出意见和建议。

The sewage treatment project is the main means to achieve the goal of energy saving and emission reduction. During the ＂12th Five-Year＂ plan, China continued to promote the construction of urban sewage treatment plants and the construction of supporting pipe network prqiects, and the urban sewage treatment enterprises entered a stage of rapid development. Therefore, how to effectively strengthen the operation supervision of sewage treatment plants, to ensure the sate and normal operation of sewage treatment plants, and to give lull play to the control efficiency of water pollutants emission reduction is particularly important. According to the operating situation of the center of Shantou city sewage treatment plant, this essay describe the significance of urban sewage treatment plant construction and the present status of operation supervision. And the problems existing in the operation management are discussed and analyzed. The essay also puts forward some opinions and suggestions on how to strengthen the urban sewage treatment plant operation supervision.
