对铅镉实施全生命周期风险防控的管理对策

Management countermeasures of lifecycle risk control against lead and cadmium

重金属铅镉的生产、使用和废弃等均存在较高的环境和健康风险,目前国际社会正在推动针对铅镉问题采取全球行动,欧、美等发达国家已通过立法对有毒有害化学品实施全生命周期风险防控。我国对于铅镉污染问题的控制尚处于初级阶段。在基础信息调研、加大产能削减及贸易管控力度、健全法律法规、加强技术研发及推广等方面提出我国铅镉污染控制管理对策建议。

There exist very high environmental and health risks in the production,use and disposal of heavy metals such as lead and cadmium.Promoting the global actions against pollution problems of lead and cadmium is proposed at present.Europe,the United States and other developed countries have adopted legislations on the implementation of toxic and hazardous chemicals for life cycle risk control.The control on pollution of lead and cadmium in China is still in the initial stage.Suggestions on the control and management countermeasure of lead and cadmium pollution are proposed from the aspects of basic information investigation and research,accelerating reduction of production capacity,strengthening management and control on trade,perfecting laws and regulations,strengthening technical RD and promotion.
