农村环境保护中政府责任的“5R”路径构建

The “5R” Path Construction of Government Responsibility in Rural Environmental Protection

随着农村城镇化改革的深入发展,城镇化建设的面积也在不断扩大,人口密度不断增加,乡镇企业也迅速发展起来,但是由于农村环保意识薄弱,环保设施不足,环保执法不到位,法律监督和惩罚力度不够等多方面的原因,农村的生活环境受到了不同程度的污染。政府在农村环境保护中起到举足轻重的作用,如何发挥政府职能改善农村环境污染的现状,是当下关注的问题。通过分析农村环境保护政府责任追究现状后参考企业管理的的5R模式,应用到农村环境保护中,将政府的责任机制用企业管理的5R模式进行规划,从制度的建立、执行、考核、量化、到最后的改良和实践,完善政府的统筹协调作用,实现农村环境保护的飞跃发展。

With the further development of urbanization, urban construction area is also expanding, population density increasing, and township enterprises have also developed rapidly. But the rural environmental protection consciousness is weak, environmental protection facilities are lacked,environmental law enforcement is not in place,legal supervision and punishment is not enough, things like these make life environment in the rural areas polluted in different degrees. The government plays an important role in the rural environmental protection, how to play the role of government to improve the status of rural environmental pollution is the focus of attention. Through the analysis of the rural environmental protection administration accountability status with reference to enterprise management mode of 5R,this mode is applied to rural environmental protection. The responsibility mechanism of the government also employs enterprise management mode of 5R planning, from system establishment, implementation, assessment, quantification, and practice,in order to improve the coordinating role of the government and realize the leap development of rural environmental protection.
