随着现代商品世界的丰富,现实生活中人们身边的看似有用实则无用的"次垃圾"越来越多,对社会个体的生活质量和社会经济正常发展产生较大的负面影响。通过引入回收保证金理念,创新商品销售价格管理模式以及商品销售回收流通模式,促使人们在消费完毕后能主动将商品"尸体"交回有关部门进行集中处置,催生与之相关的产业(第四产业)兴起和发展壮大,希望起到如下作用:一是减少个体生活垃圾占有,刺激消费;二是减少环境污染,增强可持续发展能力;三是创造新的经济增长点,增加就业机会;四是拓宽国家筹资渠道,提升经济管理能力。

With the development of modern commercial world,more and more useless'Secondary garbage'that seems useful are around people in real life,it makes more negative impact on social individual's quality of life and social economy.By introducing the concept of recovery margin,creating a system by management pattern of the sale price of the commodity,and urging people to restore goods after use,the related industry(fourth industries)can spring up and develop.Hopefully the following functions can be achieved:stimulate consumption and reduce the amount of rubbish in daily life;reduce environmental pollution and enhance the ability of sustainable development;create a new economic growth point and increase employment opportunities;expand the national financing channels and improve economic management capacity.
