地方政府网站绩效评估体系构建——第三方开发与自身主导模式的比较研究

Construction of Performance Evaluation in Local Governments:A Comparative Study between the Models Developed by the Third Party and The Government Itself

网站作为政府机关实现政务信息公开、服务社会、互动交流的重要渠道,其发展水平已经成为衡量该国家或地区电子政务进程的重要标志。目前政府网站的绩效评估大致分为第三方与政府主导两种评估模式。以中国软件评测中心和湖南省所开发的评估工具为例进行分析,两者各有特色与优缺点,然而第三方评测体系发展比较成熟,具有强大的业内技术力量和丰富的资源支持,加上采取统一模式利于进行各地之间的比较,也有助于整治僵尸网站的困境,应是现阶段我国地方政府网站绩效评估体系适合采取的建设方向。

As an important tool for governments to realize administrative transparency, serving society and interaction, government websites have become an significant indicator to evaluate the development of E-government in one country. There are two models about the performance evaluation of government websites, developed by the third party and by the government itself respectively. This paper analyzes the evaluation systems developed by CSTC and Hunan Province. The results show that the two systems have their own characteristics,advantages and disadvantages. The system by the third party has been well developed and has professional techniques and resources. Besides, it is easier to compare different regions with a unified standard,and handle ill-functioned websites. So,it is recommended for the construction of the performance evaluation system of local governments.
