黑龙江省大兴安岭国有林区全面停伐背景下的困境与发展路径

Study on the Dilemma and Development Path of the State-Owned Forest Region in Daxing' anling of Heilongjiang Province under the Background of Overall Cutting Ban

基于2014年"停伐"的政策背景,分析了黑龙江省大兴安岭国有林区"停伐"后面临的困境:林区林业企业出路难寻、产业结构失衡、部分林区居民生计陷入困顿、资金压力加大、人才培养难度增加、基础设施水平难以适应转型等。同时结合该国有林区的实际情况,从进一步推进国有林区改革、整合木材加工企业、建立扶持政策体系、着力改善民生以及吸引人才等层面重点阐述了推进该区破解困境及进一步发展的关键路径。

Based on the policy background of u stop cutting^ in 2014, this paper analyzes the dilemma which the state-owned forest area is facing with in Daxing anling of Heilongjiang Province and the difficul-ties in finding out the outlets for forestry enterprises. In the a re a , th e forestry industrial structure is imbal-anced ,the livelihood of some forestry residents is in trouble, the increased financial p ressure, the difficulty of personnel training inc reased , the level of infrastructure is difficult to adapt to the transformation, and so on. At the same time , combined with the actual situation of the state-owned fo rest ,the paper put forward some suggestions：to advance the reform of management system in state-owned forest a reas , to integrate the timber processing enterprises, to establish the support policy system,to improve peoples livelihood and at-tract outstanding talents
