试论地方政府创新可持续性的影响因素——以温岭市行业工资集体协商为例 被引量:1

摘要 为解决近些年"中国地方创新奖"中地方政府创新名存实亡或后劲不足的问题,以台州温岭市的行业工资集体协商制度为例,对影响地方政府创新的核心要素进行研究。研究发现,创新者推动、制度化水平、非正式制度构建、政府间竞争、地方政府经济发展水平、创新的规模等6个因素尤其重要,实证调研结果表明该制度推广覆盖到全市16个行业的同时,也面临着可持续性受阻的窘境。在结合6大核心影响因素分析其制度可持续发展的障碍性因素的基础上,要着力加强组织领导、提升制度化等级、夯实制度经济基础、促进地方政府间良性竞争、增强民主氛围,以增加地方政府创新的可持续性。 In recent years, China's local innovation award in the local government innovation is inname only, or lose the sustainability. To solve this problem, take an example of industry salary collec-tive consultation system, the author will research the core factors of influencing local government inno-vation. It is found that six factors including innovators pushing and institutionalized level, informal insti-tution building, intergovernmental competition, economic development level of local government, thesize of the innovation, are particularly important. The empirical research results show that the systemhas promoted to the city's 16 industry, however, the sustainability of this institution also faces challeng-es. In combination with six core influence factors, analysing the system on the basis of the obstacle fac-tor to sustainable development, it needs to strengthen organization and management, improve institution-alized level and economic base, and promote the benign competition between local governments, strengthen the democratic atmosphere, in order to increase the sustainability of local government innova-tion.
