中国近代海关《海关职员题名录》述评

"题名录"是中国近代海关总税务司署造册处编制、记载海关职员基本情况的名册,但并未将近代海关全部人员列入登记。"题名录"内容详细丰富,时间持续长达70余年。在不同历史时期,其内容或编排方式有调整和变化,既有连续性、稳定性,也有随机性。具有重视职务分类管理、华员与洋员分别统计、抗战时期重庆总税务司署与伪上海总税务司公署对"题名录"并行编制等特点。通过解读和分析"题名录",有助于我们更加直观地了解近代海关主要机构的演变、海关人员的归属变化、华洋关员地位的不平等、海关开设后人员的增减以及各口岸的兴衰等情况。

The Register of Staff was the profile recording the basic information of customs officer,which was compiled by the Register Office of the Inspector-General of Chinese Maritime Customs Service. Thought not all the staff were registered,it recorded abundant detailed information for as many as70 years. During different historical periods,the content or the way of compilation was adjusted or modified consistently and coherently,though sometimes randomly. The Register reveals the following information: categorized management of functions,separate registers for Chinese and foreign staff,paralleling registers of Chongqing and Shanghai Puppet Inspector-General of Maritime Customs Service. The interpretation and analysis of the Register can help us understand better the evolution of the organizational structure,composition of customs staff,inferior status of Chinese officers,variation of the number of the staff and the vicissitude of Chinese Maritime Customs Service.
