发达国家社会治理现代化经历了三个发展阶段,在完善政府治理结构、提高公众参与度、引入市场机制、加强社会自治、发挥社区作用等方面积累了宝贵经验。客观审视发达国家社会治理现代化的发展进程,借鉴其改革发展中的有益经验,以推进我国社会治理理念、治理体系、治理体制和治理能力的现代化。

The modernization of social governance in developed countries has experienced three stages, in which they have accumulated valuable experiences in improving the governance structure of the gov-ernment ,expanding public participation, introducing the market mechanism, strengthening the soci-ety autonomy, playing the community role, and so on. We should objectively review the devel-opment process of the social governance modernization in developed countries and draw useful lessons from their reform development, so as to promote the social governance modernization from governance concepts, governance systems, governance institution, and governance capa-bilities in our country.
