应用型科研评价体系建设初探

北京联合大学自建校之初就把应用型作为学校的发展定位,多年来,学校始终坚持"学以致用"和"研以致用"的校训,以突出应用研究、推动学科发展、坚持科技创新、服务首都建设为宗旨开展科学研究,取得一定成效并在全国高校产生一定影响。新的发展时期赋予北京联合大学新的发展机遇和任务,首次提出建设"高水平、有特色,首都人民满意的城市型、应用型大学"的办学目标,如何突出服务地方和社会经济的应用型科学研究,创建适合应用型大学的科研评价体系,是推动应用型大学发展有别于传统研究型大学科研评价体系的最直接的推动力量。应用型科研评价体系创建是深化应用型发展框架下的重要探索,是建构城市型、应用型地方大学的重要组成部分,在北京地区甚至在全国地方普通高校都有一定的示范作用。

Beijing Union University has been an application-oriented university since its establishment. Over the years, the school has been adhering to the motto of ＂learning for application＂ and ＂ research for application＂. Scientific research has been carrying out with the principle of highlighting applied research, promoting discipline development, adhering to scientific and technological innovation, and serving capital construction. As a result, achievements have been made and influence has been shown in universities nation-wide. The new development period provides Beijing Union University with new development opportunities and new tasks. For the first time, the goal of constructing ＂a high-level, city-based application-oriented university to meet the satisfaction of the poeple in Beijing＂ is proposed. Highlighting applied scientific research that serve the local and social economy and establishing scientific research evaluation system suitable with application-oriented universities is the most direct driving force to develop a new evaluation system different from that of traditional research universities. The establishment of applied scientific research evaluation system is an important exploration within the development framework for the deepening of application. It is also an important part for the construction of city-based, application-oriented local universities and plays an exemplary role in colleges and universities nation-wide.
