电信诈骗犯罪问题日益突出,相较于普通的诈骗犯罪,其具有犯罪手段高科技化、犯罪组织团伙化、作案范围广、隐蔽性极强等特点,现今刑法中关于诈骗罪的刑罚已不足以遏制该类犯罪,新的司法解释应运而生。除了立法上的突破,防控对策的完善对于从严打击电信诈骗犯罪也尤为重要。

Telecommunications fraud crime is increasingly prominent, with the features of advanced high-tech means, organized criminal gangs, large crime range, and strong concealment compared with ordinary crime of fraud. The present criminal law on the crime of fraud is not enough to curb the crime, so new judicial interpretation arises at the historic moment. In addition to the legislative breakthrough, the improvement of countermeasures plays an important role in the strict fight against telecommunications fraud.
