摘要 政府绩效是行政管理学科领域研究的根节点,基本涵盖了政府管理的关键问题。政府绩效评估作为政府管理决策、业务流程再造与机构职能转变的有效抓手,已成为各级地方政府和学术界关注的热点问题。近15年国内政府绩效评估领域的研究已取得丰硕成果,且已形成以高等院校为主的研究团队,核心作者的研究影响力突出,但在领导干部绩效考评、公共政策绩效与公共项目绩效评估等领域的研究明显不足,政府绩效评估领域的系统理论体系尚未成型,应用性评估研究亟待加强。 Government performance is the root node of the field of administrative management, which basically covers the key issues of public administration. As an effective starting point for government management decision-making, business process reengineering and organizational function transformation, government performance evaluation has become a hot issue in local governments and academia at all levels. In the past 15 years, the research of domestic government performance evaluation has achieved fruitful results, and has formed a research team based on colleges and universities. The core authors' research has a strong influence, but in the performance evaluation of leading cadres, public policy performance and public project performance evaluation and other fields of research is obviously inadequate, the government performance evaluation system theory system has not yet formed, application evaluation research needs to be strengthened.
