中国已经进入了社会政策时代。有效地发挥社会政策的社会治理功能必须在社会政策制定、社会政策实施环节增强其治理性,吸收政策对象的有效参与。文章不拘泥于一直以来的医疗卫生体制和社会保险改革,基于社会政策视角探索流动人口健康服务模式,强调企业社会责任建设、流动人口健康社区服务及社区社会工作,科学研判和聚焦"流动人口健康服务改革突破口",并提出流动人口健康服务改革的再构路径。

China has entered the era of social policy.In order to give full play to the social governance function of social policy,it is necessary to strengthen its governance during the process of social policies formulation,social policies implementation,and the process of absorbing effective participation of policy objects.This article does not rigidly adhere to the medical and health care system and social insurance system,and explores the health service model of floating population on the basis of social policy.This article emphasize social responsibility construction,floating population community service and community social work.This article focus on the reform breakthrough point of floating population health service,and put forward the reconstruction path of floating population health service reform.
