行政区划调整与重庆市经济发展的再检验——基于劳动生产率视角的分析

The Reexamination of The Administrative Division Adjustment and The Economic Development of Chongqing:An Analysis Based on Labor Productivity

本文利用1997年重庆市实施行政区划调整作为一次自然实验,采用合成控制方法从劳动生产率视角再次检验行政区划调整对试点城市经济发展的影响。研究发现:行政区划调整对试点城市的劳动生产率提升有促进作用,平均劳动生产率高出潜在水平22.48%。本文认为行政区划调整有利于试点城市形成政策和投资聚集洼地,改善经济发展的政策环境,吸引高质量、大规模外来资金。此外,本文还从行政分权、财政分权、外资引入、产权结构、社会服务水平以及金融发展等方面对此进行了解释。

In this paper, we use the administrative division adjustment of Chongqing city in 1997 as a natural experiment, using the synthesis control method to analysis the impact of administrative division adjustment on the economic development of the pilot cities once again from the perspective of labor productivity. The study found that, the adjustment of administrative di- visions has significant effect on improving the labor productivity of the pilot city. The labor productivity of the pilot cities to an average of 22.48%. This paper argues that the adjustment of administrative divisions to become the pilot city policy and invest- ment gathering depression, improving the policy environment of the local economic development effectively, attracting the high- er quality and larger-scale foreign capital. In addition, This paper also explains the results from the way of the administrative decentralization, the fiscal decentralization, the introduction of foreign investment, the structure of the property rights, the lev- el of the social services and the financial development.
