国家战略视域下连云港发展路径研究

On the Developing Path of Lianyungang from the Perspective of National Strategy

2009年以来,连云港的发展叠加了多重国家战略,但迄今为止,连云港仍面临诸多发展困境。开放层次不高导致发展滞后,经济总量不足成为连云港发展的最大拖累。破解连云港发展困局,需要重新梳理叠加于连云港的多重国家战略,挖掘其中蕴涵的连云港跨越发展的政策红利,重塑连云港跨越发展的经济地理空间,集聚连云港跨越发展所需的高端要素。具体策略包括:突出门户功能,建设四大中心;放大资源转换功能,建设产业合作示范基地;完善连接功能,建设国际交通枢纽;培育创新功能,建设区域合作体制机制创新试验区。

Since 2009,the development of Lianyungang has superimposed multiple national strategies. National strategy and history entrusted important task to Lianyungang, but so far, Lianyungang has faced many difficulties in development. The opening level is not high, which leads to the lag of development, and the shortage of total economy becomes the biggest drag on the development of Lianyungang. In order to break the development dilemmas of Lianyungang, what we need to do is to sort out and research the multinational strategy superimposed on Lianyungang again, unearth the policy dividend in it, rebuild the economic geography space and gather high-end elements for the leaping development of Lianyungang. Specific strategies include： highlighting portal function,building four centers, amplifying the function of resource conversion,constructing industry cooperation demonstration base,perfecting connection function, building international transportation hub, cultivating innovation function, constructing regional cooperation system and mechanism innovative experimentation area.
