The LAC Factor in the China-India Border Issue: Problems and Measures

在中国和印度最终解决边界与领土争端之前,实际控制线具有极为重要的意义,但由于历史原因和现实战略利益矛盾,中印双方对实控线的位置存在不同认知,难以就澄清和划设实控线的问题达成一致。实控线认知差异也持续引发中印在边境实控线地区发生军事对峙。从中国对解决边界问题的总体战略谋划、中印双边关系以及相互战略安全着眼,有必要在高度务实的基础上探寻管控实控线态势的新路径,为最终解决边界问题创造更有利的条件。

The Line of Actual Control( LAC) is of importance in terms of the unsettled border disputes between China and India and of increasing relevance to the military confidence building of the two armies. The status of LAC is reflected and interpreted in several major bilateral border-related documents, but China and India have differing perceptions of the LAC that are caused by historical differences and realistic strategic discord. As a result, both sides cannot reach consensus on identifying and drawing the LAC and, during recent years, have been involved in several major armed standoffs. China has some reasons to resist India's push for resuming the process of identifying the LAC and then it becomes necessary for both sides to explore a holistic and institutionalizing approach to the management of the LAC before a final settlement of the border issue.
