广东省城乡义务教育均衡发展的新思路——实现“量”到“质”的突破

摘要 城乡义务教育均衡是义务教育均衡的重要内容,也是现阶段推进城乡统筹、实现城乡一体化的重要基础。作为全面实现建设小康社会奋斗目标的有力保证,城乡义务教育发展的不均衡现象一直是社会关注的焦点。目前,广东省城乡义务教育均衡发展存在一些问题和不足,包括:城乡义务教育经费投入差异明显、义务教育办学条件和师资队伍建设方面的差异呈现多样化态势。针对上述问题,本研究提出三点政策建议:深化城乡义务教育均衡化内涵,树立全新的均衡化理念;加强和完善教育统计数据的分析,为城乡义务教育均衡发展提供科学依据;改善农村教师的成长环境,着力提升教师队伍质量。 The equalization of compulsory education in urban and rural areas is an important part of the balanced education. It is also an important basis for promoting the urban-rural integration and achieving the integration of urban and rural areas at the present stage. At the same time, as the strong guarantee for comprehensively realizing the goal of building a well-off society, the unbalanced development of compulsory education in urban and rural areas has always been the focus of social concern. At present, there are some problems and deficiencies in the balanced development of compulsory education in urban and rural areas in Guangdong, including the obvious difference in the investment of compulsory education in urban and rural areas, and the diversification of the conditions of compulsory education and the construction of teaching staff. In order to solve these problems and provide a reference for Guangdong Province to promote the balanced development of urban and rural areas, this paper puts forward three suggestions: including deepening the comprehension of equalization of urban and rural compulsory education, establishing a new balanced concept,strengthening and perfecting the analysis of educational statistics, providing scientific basis for the balanced development of urban and rural compulsory education, improving environment, and strive to improve the quality of growth environment of teachers.
