“一带一路”背景下中国与湄公河国家产能合作:制约因素与发展途径

Constraints and approaches to development:Production capacity cooperation between China and Mekong countries in the perspective of the implementation of “One Belt & One Road Initiative”

近年来,中国经济步入"新常态",产业结构面临巨大的转型优化升级压力,国际产能合作日益受到重视,如何推进中国与沿线国家产能合作已成为"一带一路"实施的焦点。柬埔寨、老挝、缅甸、泰国、越南等湄公河五国是中国"一带一路"沿线的关键节点国家,被定位为中国"一轴两翼"国际产能合作布局中的"主轴"重点国家,新成立的"澜湄机制"为"一带一路"倡议在湄公河地区实现突破形成重要的战略支撑。目前,产能合作已纳入该机制五大优先合作方向,但次区域产能合作还面临诸多制约。从国际产能合作的内涵出发,梳理中国与湄公河国家产能合作的发展与面临的制约,提出进一步发展的途径,即通过机制构建、需求对接、产业聚集平台、早期收获项目等多种途径来推进次区域产能合作尽快取得实质性成效,从而为澜湄合作及"一带一路"倡议在次区域加快落实服务。

In recent years,China’s economy has entered a “ new normal” and faced the pressure of upgrading andin terms of its industrial structure. The promotion of the international production capacity cooperation countries along the One Belt and One Road has become the focus for the implementation of the u One Belt ＆ One Road Initiative” .Cambodia , Laos , Myanmar , Thailand and Vietnam along the Mekong Rive are the five key countries along the One Beltand One Road. The new Lancang-lMekong Cooperation Mechanism is the strategic guarantee for the implementation of the u OneBelt ＆ One Road Initiative”. At present , the international production capacity cooperation has been includties in the Lancang-lMekong Cooperation Mechanism , but the sub-regional production capacity cooperation still fastraint. This paper analyzes the implications of the international production capacity cooperation and the cing China and the Mekong countries , and proposes the following implementation strategies like the institutional construction,balanced supply and demand , efficient industrial platforms and workable projects,which will help the implementation of thesub-regional production capacity cooperation between China and the countries along the One Belt and One Road.
