载沣与清末海军的“兴复”

甲午战后,清政府始终以重建海军为念。光绪末年,清政府虽然提出了规复海军,并制定了初步的计划,但由于财政困难,缺乏兴办的决心,并未落实。载沣摄政后,毅然决定兴复海军。在载沣的支持、推动下,清政府明确了海军复兴目标,制定了复兴计划,筹措了巨额资金,初步建立了近代化的海军制度,建立了巡洋和巡江两支舰队,开建了象山军港,与美国贝里咸钢铁公司订立兴办海军的借款合同。载沣执政时期,清王朝的海军重建已开始步入轨道,假以时日,兴复有望。不过,历史不再留给清王朝和载沣机会。
