摘要 我国生态环境监测网络的发展和完善,有助于提高生态环境数据质量、改善政府公信力、增强生态文明制度执行效果。随着改革深入推进,生态环境监测网络建设面临的深层次问题开始凸显:统筹建立生态环境监测网络的部署难以落地;政府简政放权和发展环境监测市场面临"两难困境":既要依靠社会监测力量又困于社会监测力量薄弱,既要稳定政府监测队伍又困于激励机制不足,政府数据的公信力仍不足。下一步要在制定环境监测条例、为部门生态环境监测协作提供机构和机制保障、加强政府对生态环境监测市场引导和监管、重塑人员激励机制等方面重点发力。 The development and further improvement of ecological and environmental monitoring system in China will help to improve the quality of ecological and environmental data, enhance the government 's credibility and strengthen the implementation effect of ecological civilization construction. With the deepening of the reform, some deep-seated problems have begun to become prominent: It is very difficult to develop a unified ecological and environmental monitoring system by integrating different systems operated by different line ministries, and by different levels of government. To develop market for ecological and environmental monitoring services through delegation to other non-governmental entities by the government is facing a dilemma. Environmental monitoring services provided by the private providers are in great demand, but the private providers ' capability is still weak.The role of the government monitoring team is essential, but the staffs of the government monitoring team are not appropriately incentivized. The credibility of government-collected data is still insufficient. To move forward and overcome these difficulties, we should spare no efforts to formulate the specialized regulations on ecological and environmental monitoring, provide institutional guarantee for cross-sector collaboration, strengthen government guidance and regulation in ecological and environmental monitoring market and re-build a well-functioning incentive mechanism for the staff.
