地方政府公共支出行为与半城市化现象——基于21个大中型城市的面板数据分析

Local Government's Public Spending Behavior and Peri-urban Phenomenon: On Data of 21 Large and Medium Cities

鉴于21个大中型城市面板数据,分别利用静态OLS和动态GMM面板数据模型进行实证研究,结果发现:城市中的公共支出结构扭曲度显著提高了半城市化率,偏向生产的公共支出结构不利于城市福利性公共支出的增加,增大了流动人口进入城市公共福利体系的难度;财政自主权的提高会显著降低半城市化率;人均财政收支缺口的增加则倾向于提高半城市化率。缓解当前城市中的半城市化现象,需要从地方政府公共支出行为入手,通过完善财税体制和地方官员晋升制度,激励地方政府为流动人口提供公共福利。

As the main provider of the public w elfare,local government decides w hether the migrants can access to the social w elfare and the public service in the city,w hich leads to the phenomenon of peri-urbanization. Based on the panel data of 21 large and medium cities,this paper makes an empirical study by using the static OLS panel data model and the dynamic GM M panel data model. The results show that the distortion of public expenditure structure in the city has significantly improved the rate of peri-urbanization. The public expenditure structure w hich is biased in favor of production is not conducive to the increase of the city w elfare,and increases the difficulty of migrants into the city public w elfare system. The increase of fiscal autonomy w ill significantly reduce the rate of peri-urbanization and the increase of per capita fiscal revenue and expenditure gap tends to increase the rate of peri-urbanization. To alleviate the phenomenon of peri-urbanization in the current city should start from the public expenditure behavior of the local government through the improvement of the taxation system and the official promotion system to make local governments have incentives for migrant population to improve the public w elfare.
