摘要
医学科研人才的评价不仅是科研管理中最为重要的环节之一,也是科研人才管理中的基础工作。然而,目前医学科研人才评价存在简单化、主观化现象。因此,通过建立客观、科学、动态、定量与定性相结合,符合我院科研管理需求的医学科研人才综合评价系统,构建了医院科研人才评价管理制度,包括评价制度、激励制度和约束制度。评价管理制度主要用于科研管理部门对医学科研人才的初步遴选及限项类课题的推荐(符合率约为85%),实现了科研人才的个性化评价、科室乃至团队之间的动态评价;可望实现可视化显示,形成医院科研星标,提升医院的科研实力,对加强医院医学科研管理决策的精细化、民主化、科学化建设以及学科建设有着重要意义。
The evaluation of medical scientific talents is not only one of the most important parts in medical and science management but also the foundation work of medical scientists and technicians management. However, the phenomenon of simplification and subjectivism of the evaluation of medical scientists and technicians still exists. Consequently, we formulate the evaluation and management institution by building up the evaluation and management system which is objective, scientific, dynamic, quantificational and qualitative and accordant with the needs of the hospital medical and science management, including evaluation system, incentive system and restraint system. It is used for the elementary selection of the medical scientists and technicians and the recommendation for the restricted project (The coincidence rate is about 85%). It can achieve the personalized evaluation of the medical scientists and technicians and the dynamic evaluation of the department and the team. It can realize the visualization management, hospital scientific research star and enhance the scientific research strength. Above all it is of great importance of strengthening the meticulous management, democratization and science construction of the decision of medical and science management and discipline construction.
