中国医疗服务价格改革的实施成本测度及其分担路径研究

Estimation of the Implementation Cost in China's Medical Service Price Reform and Its Shared Paths

基于制度演化理论的范式,构建计量模型对中国医疗服务价格改革的实施成本进行测度与分析,可发现医疗服务价格改革成本数额巨大,并存在分担责任模糊和成本转嫁问题,由此也加大了改革阻力。为此,厘清各级政府应当分担的医疗服务价格改革的实施成本份额及数量,并拓展补偿该项成本的"财路"是中国跨越医疗服务"价格稳定性陷阱"的新路径。

Based on the paradigm of institutional evolution,this paper estimated the implementation cost of China's medical service price reform by applying a computing model,then,found enormous cost and overlapping responsibility as well as cost-shifting issues which undermined the reform efforts.Therefore,it is important for China to overcome the'price stability trap'in health care services by clarifying the implementation cost share of medical service price reform that should be undertaken by governments at all levels,and to expand and subsidize the cost of the 'sources of funds'.
