摘要
目前,我国交通运输总体适应经济社会发展要求,但还存在短板。市域(郊)铁路刚刚起步,是交通短板中的薄弱环节。市域(郊)铁路主要功能是为都市圈职住分离的居民提供上下班交通出行服务,基本要求是费用大众化、开行公交化和出行快捷化。市域(郊)铁路发展要以问题为导向,完善相关制度和机制,实现有序发展,包括要优先利用既有铁路、有序新建线路、完善投融资体系、鼓励政府与社会资本合作、建立企业投资回报机制、完善与国家铁路的合作机制、健全项目管理和技术标准体系等。
Currently, the transportation capacity of China generally meets the requirements of economic and social development, but there still exists short plates. The suburban railway has just taken the initial step and is the weak link of transport. The main function of the suburban railway is to provide commuting transportation service for the metropolitan people who live and work in different areas, and the basic transport requirements are cost effectiveness, high operation frequency and convenience. The suburban railway shall be guided by problems, improve relevant systems and mechanisms, and achieve orderly development, in detail, give priority to the existing railway, construct new lines in an orderly manner, improve investment and financing system, encourage the government and social capital cooperation, establish enterprise return-on-investment mechanism, improve the mechanism of cooperation with national railway and improve project management and technical standard system, etc.
