在知识产业经济的时代和市场经济转型的关键期,企业人力资源的开发与管理关系到知识信息的生产、分配与利用转化,是全新的、具有重要价值和生命力的经济发展手段,是科学技术进步与国家经济发展的决定要素。论文以技术创新为基础理念,提出组织与调配规划,在保证企业人力与物力处于最佳平衡状态与比例之下,充分发挥企业资源,实现对企业人力资源的合理开发与管理。

In the knowledge economy era and the market economy transition period, the development and management of enterprise human resources related to the knowledge and information production, distribution and utilization of transformation. It is a new economic development,and the method has the important value and vitality. It is the decisive factor of the progress of science and technology and national economic development. This paper puts forward organization and deployment plan based on technological innovation concept, and hope to make full use of enterprise resources under the guarantee of the enterprise manpower and resources in the best state of balance and proportion, realize the reasonable development and management of human resources in enterprises.
