The research of cooperative emergency in both China and other countries were summarized. Four types of cooperative emer gency mode in China were introduced, including centralization mode, authorization mode, agency mode and multi-mode. The theoretical base of cooperative emergency was analyzed. The con- struction model of cooperative emergency were introduced in de- tails, which covers support system, transition system, operation system and target system.
