通过对吉林省通化市聚德康安老院"1·04"较大火灾的现场勘验和调查分析,认定起火部位,利用排除法确定起火原因为电气故障引发火灾。总结了养老机构发生群死群伤火灾的原因,从单位消防安全主体责任、人员消防安全素质、单位消防安全基础设施等方面分析致灾因素,就如何防范养老场所火灾发生,从加强场所的使用管理、提高人员消防安全素质、严格落实责任等方面提出确保居住老人安全的应对措施。

Through the investigation and analysis of ＂1.04＂ Judekang elderly home fire in Tonghua city, Jilin province, the fire origin was identified, and the fire cause was identified as electrical fault by exclusion method. Summarized the cause of mass death and inju- ries in elderly home, the influencing factors were analyzed from as- pects as fire safety responsibilities of social units, fire safety quality of people and fire safety infrastructure of unit. Aiming at pre- venting elderly home fire, the measurements for ensuring fire safe- ty of elderly home were proposed including strengthening fire man- agement, improving fire safety quality and strictly implementing the responsibility.
