针对当前我国战略投送支援机队建设存在的问题,借鉴美国民航后备队广泛承担国防部平战时运输任务,具备系统完备的机动价值评价和激励机制,建有军地一体、高效集中的指挥管理机构的经验做法,从转变战略投送思想观念、调整战略投送支援机队的指挥体制和构建科学的激励评价机制等3个方面,提出加强我国战略投送支援机队建设的建议。

Considering the current problems in support fleet construction of strategic projection in our country, the paper firstly learns following experiences from US CRAF： undertaking transport task in peacetime and wartime, possessing systematic and complete value evaluation and incentive mechanism, and constructing civil-military integrated and efficient command management institution. Then, it proposes suggestions on strengthening support fleet construction of strategic projection in our country from 3 aspects ： changing strategic projection thought and concept, adjusting command system of support fleet, and establishing scientific evaluation and incentive mechanism.
