摘要
中美两国在高等教育发展阶段都实行过"优惠入学"政策。虽然两国的政策在核心取向上具有一致性,但是,政策的具体价值导向、目标群体、决策过程以及政策效果方面都存在着较大的差异。美国的"优惠入学"政策启示我们需要改变原有的"发掘精英"的价值导向而是致力于促进教育公平,加强政策过程的民主化以及加强对政策效果的评估。
Both China and America had once implemented the "preferential admission" policy for their college candidates during the process of higher education development.However,though the two countries share some consistency in the cores of this policy,China and America are quite different in the specifics of the policy,like value-orientation,target groups,decision-making process and the effectiveness of the policy.Thus,in a way,America’s "preferential admission" policy brings a great many of insights into our education reform-that is,we need to change from an "elite"-education model to a system that commit more to the educational equity,democratization of the process,and evaluation of the effectiveness of the policies.
