“服务型政府”理念下考试与评价机构的内涵界定

On Content of Examination & Evaluation Agencies from Perspective of Concept of "Service-oriented Government"

"服务型政府"作为我国政府改革的基本目标之一,民主性、法治性、服务性、发展性与公平性是其特殊的内涵要求。在此理念下,考试、评价及其相互之间的关系都具有了不同以往的含义和发展特点。而我国的考试与评价机构也在"服务型政府"建设过程中呈现出多元化类型,并面临一定的制度缺陷和发展不足。以此为现实依据,对考试与评价机构的内涵进行综合界定,应立足于其功能的服务性、发展的专业性、存在的法律性。

The author here supposes that the content of examination & evaluation agencies(in China) from perspective of the concept of"service-oriented government"should include the following features:democracy,nomocracy,ministrant,expansibility,and impartiality.Starting from this angle,we may find that the relationship between examination and evaluation bears different meanings,and as a result,the agencies in charge of examination and evaluation in China have become diversified with some deficiencies in the process of the construction of a"service-oriented government".In this case, a comprehensive understanding of the examination & evaluation agencies(in China) should focus more on features like functional ministrant,professional expansibility,and legal existence.
