高考改革政策安排制度设计之鉴——基于对自主招生的反思

Lessons Drawn from Blue-script of Gaokao Reform——Reflections Based on Independent Recruitment Policy

时下倍受关注的自主招生作为高考改革的重要举措,存在诸多的公平问题。理性分析后发现,政策制定者的单边垄断,配套政策、相关法规和监督机制的缺失是导致制度有失公平甚至失效的重要原因。因此,以后的高考改革,方案制订应公正透明、让公众参与,同时设置完善的配套政策、法规和监督机制,确保改革的科学、公平和有效。

As an important part of Gaokao reform, the current independent recruitment policy still finds some problems which attract people’s attention. We may find based on a rational analysis that these problems result from the factors like lawmakers’ monopoly of the policy-making, the lack of a supervising mechanism, and weakness of relative regulations, etc. To solve the above-mentioned problems, the author thinks that the blue-script of Gaokao reform should inform the public and meanwhile perfect the legislative and supervising mechanism.
