生态宜居视角下的城市协调型集约用地管理评价——以天津市为例

On “Harmonious Intensive Land Use”for Promoting City Construction Based on the Eco-Livable View—Taking Tianjin as an Example

新型城市的建设与发展已不可避免地面临生态、环境、资源和能源等方面的挑战,土地作为城市规划必不可少的生态资源,如何协调集约利用已成为城市是否生态宜居的重要因素。基于城市土地利用类型的多样性,必须树立"协调型集约"用地的理念,应从经济和生态两方面来综合考虑土地投入和产出指标的确定,强调土地利用的集约度高低应通过土地产出投入比来衡量。选择DEA效率评价方法,以天津市11个区为评价单元,建立天津市协调型集约度的评价比较体系,并利用Max DEA软件实证分析出比较结果,发现5个区的效率值均不达标,即协调型集约程度还有提升的空间。因此,依据评价结果给出了指标的调整方案,并提出了相应的建议与对策。

The construction and development of new cities inevitably face the challenges of ecology, environment, resources and energy. And the land is an indispensable ecological resource for city planning, so how to coordinate the intensive use of the land is an important factor for the ecological livability of the city. Based on the diversity of urban land uses , it is neces-sary to establish the concept of w coordinated intensive land use^. The land use and output indicators should be taken into account both economically and ecologically, and i f s emphasized that the level of land use should be measured by the ratio of land output to efficiency. Then the DEA efficiency evaluation method is applied in this paper. The evaluation units were 11 districts of Tianjin, and the wHarmonious Intensive evaluat ion system for Tianjin is constructed. At las t , the MaxDEA software is applied to analyze the final outcome. It shows that the efficiency of 5 districts did not reach the standard and that the “Harmonious Intensive” level should be raised. Therefore, according to the evaluation results, the adjustment plan of the index is given, and the corresponding suggestions are put forward.
