新型城镇化过程中近郊民众的非正规就业研究

A Study on the Informal Employment of the Suburban Residents in the Process of new urbanization

党的十八届三中全会提出"坚持走中国特色新型城镇化道路"战略布局。而该战略推进过程中,原近郊和新近郊民众生产生活关系与社会身份的转换问题是一个关键点,直接关系新型城镇化成败与否。其中,就业特别是非正规就业又是该关键点的核心问题。以新型城镇化过程中近郊民众非正规就业为研究命题,首先提出研究命题并阐释其出现缘由,其次分析研究命题现实困境的独特表现,最后完成其应对策略的范式建构。通过研究,文章认为新型城镇化过程中近郊民众非正规就业的应对策略应体现"人的城镇化"、"生活价值诉求"、"生产价值诉求"和"体制机制价值诉求"四维一体的范式建构。

The Third Plenary Session of the Eighteenth Central Committee of the Party put forward the strategic layout of ＂sticking to the path of new urbanization with Chinese characteristics＂. In the implementation of the strategy, the transformation of the relations between production and life and the social identity of the residents in the original suburbs and the new suburbs becomes a key, directly leading to the success or failure of the new ur-banization, of which the employment, especially the informal employment is the core issue. With the informal employment of the suburban residents in the new urbanization as the object, this paper analyzes its causes and characteristics, and then completes the model construction of coping strategies. The conclusion is the model should contain the four dimensions as： “ the urbanization of the inhabitants”,“ the pursuit of life value”,“ the pursuit of production value” and “the pursuit of the institutional value”.
