中医药项目预算精细化管理信息系统分析与设计

ANALYSIS AND DESIGN OF METICULOUS MANAGEMENT INFORMATION SYSTEM FOR TCM PROJECT BUDGET

针对近年来中医药公共卫生补助资金逐年增加,而资金下拨之后对其使用效果却不甚了解的情况,提出将精细化思想运用于中医药项目预算管理。从实际需求出发,建立一个可行、实用的精细化管理信息系统。实验结果表明,将中医药项目预算管理过程细化为预算资金申请、预算资金执行两大核心模块,并结合信息技术,采用主流的B/S体系结构,选择稳定性与灵活性兼具的Java编程语言,数据安全方面将SSL VPN通道技术和电子签章技术相结合,建立国家局和各省局,以及各省局之间的VPN通路是一大创新。同时引进电子签章,转化为与纸质文件盖章操作相同的可视效果,保障电子信息的真实性和完整性,具有现实意义,实现了中医药项目预算管理的系统化和精细化。

Subsidies of TCM （ tradit ional Chinese medicine） for publ ic health have gradually increased in recent years. However, the government doesn ^ t know well about the effect of subsidies. So we proposed a feasible and practicable detailed management information system used in the TCM project budget management. We divided TCM project budget management into two core modules the ap pl icat io n fo r budget fund and the execution o f the budget. Combined with information technology, the process uses mainstream B / S architecture. And we selected the Java language as its stability and flexibility. In data security, we combined SSL VPN channel technology with e一signature technology. The results show the establishment of the VPN channel between the national and provincial offices is innovative. Electron signature seal, which has the same visual effect as a paper signature seal, guarantees for its authenticity and integrity of electronic information. This system implements a systematic and refined management of TCM project budget.
