环京楼市对京津冀协同发展的影响与对策 被引量:2

The Influences of Property Market around Beijing on Coordinated Development of Beijing-Tianjin-Hebei and Some Countermeasures

摘要 "十二五"以来,凭借毗邻北京的地理条件、相对低廉的价格和便利的交通等条件,环京楼市持续升温。与此同时,带来了大量人口的快速聚集、抬高环京区域实体经济的发展成本,影响首都大城市病治理效果,冲击京津冀协同发展。研究认为应通过严格落实京津冀协同发展规划、加快制定京津冀区域一体化的土地利用法规,制定精准的环京楼市调控政策、严格控制新增建设用地和严惩违法违规用地等措施,彻底扭转环京楼市过热局面,助力京津冀协同发展。 Since 'Twelfth five-year', with such favorable factors as geographical adjacency to Beijing, comparatively low price, and convenient transportation, property market around Beijing continues to rise fast. At the same time, it brings the rapid accumulating of large population,raises the development costs of the real economy in the area around Beijing, directly influences the effect of governance of 'capital city disease',and hurts the coordinated development of Beijing-Tianjin-Hebei. This research argues that to strictly implement Beijing-Tianjin-Hebei collaborative development plan, to accelerate the making of laws and regulations of the land use for the regional integration development in Beijing-Tianjin-Hebei, to precisely formulate restriction policies for the property market around Beijing, to strictly control new construction land, and to severely punish illegal land use will reverse the overheating situation of the property market around Beijing and will help the coordinated development of Beijing-Tianjin-Hebei.
