长三角一体化评价的指标探索及其新发现

Findings and Suggestions from the New Exploration in the Evaluation of Yangtze River Delta Integration

本文通过构建长三角一体化指标体系,基于市场统一性、要素同质性、发展协同性以及制度一致性对长三角一体化程度进行了新探索。研究发现,长三角一体化水平逐年提升,上海作为长三角的核心发挥了极为显著的引领作用,但是近年来这种上升势头正在放缓,主要在于安徽与上海、江苏、浙江的差距有所拉大,地方债务率水平与知识产权保护是阻碍长三角一体化继续向前发展的关键因素。长三角一体化水平向更高层次迈进需要进一步细化行业分工,促进要素流动,推动政策协调并完善制度建设等。

Based on market unification, factor homogeneity, development collaboration and in- stitution conformity, this article explores the evaluation of Yangtze River Delta integration by building an index system. It finds that Shanghai as the core of the region has played a leading role in Yangtze River Delta integration whose level is increasing year by year, but recently as the gap between Anhui and Shanghai, Jiangsu, Zhejiang becoming wider, the increasing trend is slowing down. The key factors hindering the development of the Yangtze River Delta integration are local debt level and the protection of intellectual property rights. It needs to go a step further to refine the industry division, promote factor flow, strengthen policy coordination and perfect system construction to drive the Yan- gtze River Delta integration to a higher level.
